He earned his Bachelor of Arts in Law and Justice from Central Washington University and his Juris Doctor from Thomas Jefferson School of Law in San Diego, California.

Dilkaran is admitted to practice in California and is an active member of the State Bar of California. He is fluent in English, Punjabi, Urdu, and Hindi, allowing him to effectively communicate with and serve a diverse range of clients.
